Article 33 – Obligations of Owners in the Domain of Built Environment Health
Requires owners to:
- Maintain compliance with indoor air quality standards
- Conduct indoor air quality measurements
- Maintain acceptable IAQ levels
- Ensure proper ventilation
- Provide IAQ monitoring devices
- Perform periodic maintenance of building systems
Article 49 – Violations & Administrative Penalties
Provides the legal enforcement framework including:
- Administrative penalties
- Inspections
- Suspension of activities
- General fines ranging from AED 500 to AED 1,000,000
- Up to AED 2,000,000 for repeated violations
The law states that the schedule of specific violations and corresponding fines will be issued through a separate resolution of the Chairman of the Executive Council. At the time of writing, that implementing schedule is not publicly available; therefore, Naseem does not attribute any specific fine amount (such as AED 100,000) to IAQ violations.
